AI Issue

Truth & Democracy

Persuasion, propaganda, deepfakes, and scams at massive scale. A society that cannot agree on what is real cannot govern itself wisely.

The problem

Loss of Truth and Democratic Trust

AI will generate persuasion, propaganda, deepfakes, scams, targeted manipulation, fake evidence, and personalized misinformation at massive scale.

A society that cannot agree on what is real cannot govern itself wisely. When anyone can fabricate a convincing video, voice, or document in seconds, and when every citizen can be targeted with a message tuned to their own fears, the shared facts that democracy depends on begin to dissolve.

Some of this damage will be obvious, like a scam call in a loved one’s voice. Much of it will be invisible until it is already embedded in our information systems and daily lives.

What we know
  • AI can produce persuasion, propaganda, and fake evidence faster and cheaper than any human operation in history.
  • Personalized misinformation means each person can receive a different, tailored version of a lie.
  • Deepfake video and cloned voices make fraud against families and elections dramatically easier.
  • Trust, once lost, is far harder to rebuild than it was to destroy.
FAQ

Common questions

Can’t people just learn to spot fakes?
Education helps, and it is part of what HD does. But the fakes are improving faster than people can learn, and the volume is unlimited. Detection alone cannot carry the load; standards and accountability are required.
Does HD take sides in elections?
No. HD is not political. We defend the shared ability to know what is true, which every side depends on.
What safeguards does HD ask for?
Transparency and labeling from AI developers, independent monitoring, and limits on releasing capabilities built for mass manipulation.
